Prema pravilima ovog takmičenja, Organizacioni odbor donosi odluku o tome ko će se naći u telu koje dvostepeno ocenjuje radove, uvažavajući globalno utvrđena pravila i principe.
Kriterijumi za formiranje Effie žirija su standardizovani i veoma zahtevni. Svi članovi žirija istaknuti su stručnjaci na seniorskim pozicijama, sa značajnim iskustvom i profesionalnom reputacijom. Reprezentativnost je glavni standard u formiranju ovog tela, pa se zato posebno vodi računa o zastupljenosti globalnih, regionalnih i lokalnih kompanija, odnosno agencija, različitih medija i medijskih agencija, stručnjaka u oblasti digitalnih komunikacija i predstavnika akademskih ustanova. Takođe, veoma je važno zadržavanje određenog broja članova koji su već učestvovali u procesu žiriranja, kao i uvođenje novih. Predsednica žirija je Nataša Đurđević, a potpredsednik Kosanče Dimitrijević.
Prva runda žiriranja zakazana je za 18. i 19. april, a finalna za 16. maj.
